About the HWAC

On March 23, 2022, Governor Spencer Cox signed bill H.B. 176, which created Utah’s Health Workforce Advisory Council (HWAC). The Council is charged with providing information and recommendations to help expand and strengthen Utah’s health workforce. The HWAC is chaired by the Department of Health and Human Services’ Executive Director, Tracy Gruber, and has fourteen additional members from both state and private entities. The council meetings are public, so we invite any interested parties to join.

Inventory of Initiatives

The HWAC provides insight, feedback, and recommendations on Utah's laws and policies related to the healthcare workforce. You can review comments and insights by viewing the HWAC's Inventory of Initiatives.


The Utah Health Workforce Information Center

The Utah Health Workforce Information Center (HWIC) was established within the Utah Department of Health and Human Services to serve as the state entity for health workforce data analytics. Under the guidance of the HWAC, the HWIC engages with stakeholders across the state to assess the supply, demand, distribution, and retention of healthcare providers, helping determine progress toward the goal of Utah having a diverse, well-qualified, and sustainable workforce that equitably meets the needs of all its residents.

Prior to July 1, 2022, these activities had been conducted by the Utah Medical Education Council (UMEC), whose duties were modified and formalized as a subcommittee to focus on medical education funding and administration under the Utah Health Workforce Advisory Council.
